Founder-Acharya GBC Resolutions

GBC Resolutions on Srila Prabhupāda’s Position as Founder Acharya

Key Institutional and Philosophical Foundations of ISKCON

In 1999, the GBC formally defined the roles of different types of gurus in ISKCON and clarified the foundational role of Srila Prabhupāda. The concept of divya jñāna (transcendental knowledge) was identified as the essence of spiritual instruction and the transformative substance in initiation (dīkṣā).

“A guru is one who transmits spiritual knowledge on the basis of revealed scriptures…
…Such uplifting knowledge is called divya jñāna, and its transmission is called śikṣā. This divya jñāna is the principle active ingredient of dīkṣā.” [1]

Also in 1999, the GBC elaborated on the relationships between śikṣā and dīkṣā gurus, and the cooperative structure under which they operate within ISKCON. It emphasized Srila Prabhupāda’s role as the preeminent śikṣā-guru and clarified expectations for all who serve as spiritual authorities.

“ISKCON’s Founder-Ācārya, Śrīla Prabhupāda, is the preeminent and compulsory śikṣā-guru for all Vaiṣṇavas (gurus and disciples) in the Society…
…The disciple should not see them [śikṣā and dīkṣā gurus] as superior or inferior on the basis of the difference in their dealings.” [2]

Srila Prabhupāda’s Sikṣā Position and Absolute Authority

In 2000, two important resolutions affirmed devotees regard to Srila Prabhupāda as their primary śikṣā-guru and warned that any attempt to minimize his teachings would result in disciplinary action.

“A duly initiated disciple in ISKCON can accept Srila Prabhupāda, the Founder-Ācārya of ISKCON, as his principal śikṣā-guru.” [3]

“Any attempt to minimize the position or teachings of His Divine Grace A.C. Bhaktivedanta Swami Prabhupāda… will not be tolerated… [Such a person] incurs automatic dissociation from ISKCON…” [4]

The foundational 2002 statement affirmed ISKCON as Srila Prabhupāda’s offering to fulfill the desire of the previous ācāryas for a global preaching movement. It outlines the spiritual significance of the GBC, temple structure, and ISKCON’s continued dependence on Srila Prabhupāda’s guidance.

“We believe that His Divine Grace A.C. Bhaktivedanta Swami Prabhupāda established the International Society for Krishna Consciousness (ISKCON) specifically to fulfill the desire of the previous ācāryas…The GBC is not simply an arbitrary legal structuring… but an expression of Srila Prabhupāda’s fidelity to the desire of the previous ācāryas.” [5]

The Role and Responsibility of Gurus resolution clearly outlines the unique and ongoing role of Srila Prabhupāda as the preeminent śikṣā-guru for all ISKCON devotees. It explains the cooperative function of dīkṣā and śikṣā gurus under the GBC and provides guidelines for future education and guru conduct.

“Srila Prabhupāda… is the preeminent śikṣā-guru for all members of ISKCON. All members of ISKCON, for all generations, are encouraged to seek shelter of Srila Prabhupāda…
…Those who accept the service of dīkṣā or śikṣā guru within ISKCON are mandated to be strict followers of the instructions of Srila Prabhupāda.” [6]

Founder-Ācārya – SPPC – GBC book

To strengthen Srila Prabhupāda’s position for future generations, the GBC endorsed the wide distribution of the booklet Śrīla Prabhupāda: The Founder-Ācārya of ISKCON.

“That every ISKCON project website should have a link to http://www.founderacharya.com… Establishing Srila Prabhupāda’s position of Founder-Ācārya will benefit devotees generation after generation.” [7]

404 [ VISION AND GOAL] DEFINITONS OF GURU AND DIVYA JNANA
The GBC Body accepts for applications in ISKCON the following definitions of
‘guru’ and ‘divya jnana’.

A guru is one who transmits spiritual knowledge on the basis of revealed
There are different types of gurus. The unique position of the
guru whose teachings, received in disciplic succession from Lord Krishna,
form the basis of a spiritual institution is called the Founder-acarya. The
subsequent gurus who honestly and sincerely represent the teachings of the
Founder-acarya are called siksa, or instructing gurus. A siksa guru who
introduces one to the spiritual path is called the vartmapradaksa guru. A
siksa guru who continues to instruct the student is known simply as a siksa
guru. A siksa guru who gives the student formal initiation is called a diksa
guru. And the Founder-acarya himself remains the preeminent siksa guru for
every member of the institution.

Lord Krishna originally spoke transcendental knowledge and delivered it
through the acaryas in disciplic succession to His Divine Grace Srila
Bhaktisiddhanta Sarasvati Thakur, who laid the foundation for worldwide
organized preaching of Krishna consciousness. His disciple, His Divine Grace
A. C. Bhaktivedanta Swami Prabhupada perfectly fulfilled the desire of his
spiritual master by spreading Krishna consciousness all over the world
through his books, lectures and personal example. Srila Prabhupada is the
Founder-acarya of ISKCON, which he specifically created to deliver the
message of Lord Krishna and the authoritative conclusions of previous
acaryas. Without changing the message, Srila Prabhupada’s sincere messengers
deliver transcendental knowledge to the conditioned souls. This pure
transcendental knowledge, delivered without alteration, uplifts the
conditioned souls to the platform of devotional service and cleanses sinful
desires from their hearts. Such uplifting knowledge is called divya jnana,
and its transmission is called siksa. This divya jnana is the principle
active ingredient of diksa.

Thus Lord Krishna, through the previous acaryas in disciplic succession and
their empowered representative, His Divine Grace A. C. Bhaktivedanta Swami
Prabhupada, whose appearance and achievements were predicted by Sri Caitanya
Mahaprabhu Himself, will continue to deliver the conditioned souls with the
assistance of representatives of His Divine Grace.

Srila Prabhupada, the Founder-acarya of ISKCON, is forever manifested
through his books, his murti, his teachings, ISKCON and the devotees who
honestly represent his teachings.

2. GBC Resolution 409 (1999)

[VISION AND GOAL] PRINCIPLES CONCERNING VARIOUS KINDS OF GURUS
Whereas respect should be offered to all devotees who act as our siksa
guides, and

Whereas defining the principles and standards of etiquette within these
relationships will enable all members of ISKCON to better understand and
appreciate each other and the Guru – Disciples relationship,

The GBC Body hereby accepts the following statement of principles:

1. The Founder-Acarya

ISKCON’s founder-acarya, Srila Prabhupada, is the preeminent and compulsory
siksa-guru for all Vaisnavas (gurus and disciples) in the Society, who may
directly receive empowerment from him through allegiance to his teachings.
Because of his position as that personality empowered by Sri Caitanya
Mahaprabhu to fulfill His divine prophecy that Krishna consciousness be
spread throughout the world, Srila Prabhupada is given unique and
exceptional worship and respect by his direct followers as well as all
subsequent followers.

Members of ISKCON should understand Srila Prabhupada’s teachings and be
faithful to them. Lessons from all others, even our exalted
predecessor-acaryas, should be understood through his instructions.

According to Srila Prabhupada, Lord Krishna takes responsibility for
delivering sincere souls through His representatives. By adhering to Srila
Prabhupada’s instructions, even the non-liberated guru acts as one
liberated, (although he must constantly be aware of his position relative to
the liberated guru, and conduct himself accordingly, being attentive to
avoid accepting any inappropriate modes of worship). The disciples who
follow such a careful follower of Srila Prabhupada can achieve liberation.

2. The Siksa Guru

The basic definition of guru is: anyone who gives spiritual instructions
based on the revealed scriptures. The acceptance of such instructions from
the spiritual master is called siksa, and consequently one who transmits
transcendental knowledge to another is known as a siksa guru.

By taking responsibility for different aspects of siksa, Vaisnavas are known
according to their specific dealings. The devotee who first gives siksa is
the vartma-pradarsaka guru, and the saints who give general instruction in
devotional practice are known as sadhus or siksa gurus. The siksa guru who
gives initiation with the holy name and gayatri mantra becomes known as the
diksa guru, and those Vaisnavas who elevate one to transcendence by their
teachings are also siksa guru.

Any Vaisnava who gives instruction, shelter, and inspiration should be
considered as siksa guru. Because the transcendental knowledge which
originates from Sri Krishna comes to a devotee through his siksa gurus, he
deeply reveres them as confidential servants of Krishna (and worships them
according to their station).

3. The Diksa Guru

Among many siksa gurus, the one who through personal association and regular
instruction inspires faith in a devotee generally becomes the diksa guru. It
is Lord Krishna s system that a conditioned soul must surrender to and take
initiation from His representative, a guru in parampara.

Although their dealings are different, both the siksa and diksa gurus are
representatives of Sri Krishna (and Srila Prabhupada) acting to guide the
disciple back to Godhead. The disciple should not see them as superior or
inferior on the basis of the difference in their dealings.

The duty of the diksa guru is to train the disciple in the process of
devotional service and initiate him by giving the holy name and gayatri
mantras. After initiation he further instructs the disciple in the meaning
of the Vedas and remains committed to his liberation from repeated birth and
death.

In ISKCON the diksa guru is happy to see a disciple receiving training and
guidance from many other siksa gurus, for this is opulence of the Society.
He may also recommend a disciple to a siksa guru(s) for specific tutoring,
which for some reasons he is not able to give.
4. Relationship Between Siksa and Diksa Gurus

Since faith is the basic ingredient of spiritual life, the dealings among
diksa and siksa gurus increase and focus the faith of the disciple in a
co-operative relationship. The general sad-acara is that the multiple siksa
gurus, regardless of their spiritual strength, act as associates of the
diksa guru. They promote the initiator as the prominent force in the
spiritual life of the disciple, who sees first and foremost the mercy and
shelter of his diksa guru.

If there are exceptions to this protocol it is primarily evaluated by the
gurus who conduct their dealings in a visibly co-operative way. Their common
ground of understanding is the directions of Srila Prabhupada. They are not
independent agents, for both are subordinate to the leadership of the
mission as its servants.

The diksa guru wholeheartedly supports the disciple’s faith in, and
association with his instructors. He respects the siksa gurus as equal
manifestations of Godhead. Although the relationship between diksa guru and
siksa guru(s) may appear to be one of leader and his assistant (s), a
disciple should be careful to see their spiritual unity while engaged in
different dealings.

3. GBC Resolution 601 (2000)

Srila Prabhupada’s Siksa Position
601 [ISKCON LAW] A duly initiated disciple in ISKCON can accept Srila
Prabhupada, the founder-acarya of ISKCON, as his principle siksa-guru.
During his devotional life, he may experience that he derives more spiritual
inspiration from Srila Prabhupada’s books and vani than from his own
diksa-guru.

Srila Prabhupada’s Absolute Position
602 [ISKCON LAW] 1.  The GBC Body wishes to emphasize that any attempt to
minimize the position or teachings of His Divine Grace A.C. Bhaktivedanta
Swami Prabhupada, the Founder-Acarya of the International Society for Krsna
Consciousness, will not be tolerated in any way by the leadership structure
of ISKCON. This is an absolute and inviolable principle.

Any member of ISKCON involved in such criticism shall be immediately
dealt with by the appropriate measures according to ISKCON Law
1996/607.4.A.1 “Offenses Against Founder-Acarya and Guru-parampara” which

abandoning loyalty to the founder-acarya, the previous acaryas in the
disciplic succession, or Lord Krishna, the Supreme Personality of Godhead,
incurs automatic dissociation from ISKCON, the right to revoke being
reserved to the local Governing Body Commissioner. If the offending person
holds a position of spiritual authority, the right to revoke the
dissociation is reserved to the Governing Body Commission. If the
seriousness of the offense warrants a more severe reaction, other measures
may be brought to bear, including dismissal from authority, disqualification
for initiating, and excommunication.”

3.  The GBC Zonal Secretaries and/or the local leaders must implement ISKCON
Law when they perceive a transgression of this principle. If they fail to do
so, the GBC Executive Committee shall directly take measures to rectify the
situation and may censure or suspend (probate or remove) local leaders for
not taking appropriate measures.

5. Organizational Principles of ISKCON (2002)

ORGANIZATIONAL PRINCIPLES OF THE INTERNATIONAL SOCIETY FOR KRISHNA
CONSCIOUSNESS
Founder-Acarya: His Divine Grace A. C. Bhaktivedanta Swami Prabhupada

THE DESIRE OF THE PREVIOUS ACARYAS

We believe that acaryas of the Brahma Madhva Gaudiya Sampradaya, to please
Lord Sri Krishna and Lord Sri Caitanya Mahaprabhu, desired a unified
worldwide organization to systematically propagate Krishna Consciousness in
this material world which would benedict all living entities.

2. SRILA PRABHUPADA HAS FULFILLED THE DESIRE OF THE PREVIOUS ACARYAS

We believe His Divine Grace A. C. Bhaktivedanta Swami Prabhupada to be the
representative of the Brahma Madhva Gaudiya Sampradaya who is fulfilling the
desire of the previous acaryas, specifically with relation to establishing a
unified world-wide organization to systematically propagate Krishna
consciousness in this material world which would benedict all living
entities.

3. ISKCON IS SRILA PRABHUPADA’S OFFERING TO FULFILL THE DESIRE OF THE
PREVIOUS ACARYAS

We believe that His Divine Grace A. C. Bhaktivedanta Swami Prabhupada
established the International Society for Krishna Consciousness (ISKCON)
specifically to fulfill the desire of the previous acaryas for a unified
worldwide organization to systematically propagate Krishna consciousness in
this material world and to benedict all living entities.

4. SRILA PRABHUPADA’S FOUNDATIONAL PURPOSES FOR THE INSTITUTIONAL STRUCTURE OF ISKCON

We believe the institutional structure of ISKCON as established by His
Divine Grace A. C. Bhaktivedanta Swami Prabhupada  is meant to provide the
spiritually dynamic organizational principles essential to establishing and
maintaining a unified worldwide organization to systematically propagate
Krishna consciousness, to provide spiritual shelter and association for
those interested in dedicating their lives to the pursuit of Krishna
consciousness, and to encourage the spiritual progress of all living
entities.

5. THE GOVERNING BODY COMMISSION AS SRILA PRABHUPADA’S REPRESENTATIVES WITHIN THE INSTITUTIONAL STRUCTURE OF ISKCON

We believe that His Divine Grace A. C. Bhaktivedanta Swami Prabhupada
created the ISKCON Governing Body Commission (GBC) to facilitate his
foundational purposes for the institutional structure of ISKCON. The GBC is
not simply an arbitrary legal structuring in the sense in which every
organization in time subjects itself. Rather, the formation of the GBC is an
expression of Srila Prabhupada’s fidelity to the desire of the previous
acaryas in the matter of conducting a unified worldwide organization.

6. SRILA PRABHUPADA INTENDED THAT THE GBC PERPETUATE THE MISSION OF ISKCON AFTER HIS DEPARTURE FROM THIS WORLD

We believe that in specifying that the GBC would be the ultimate managing
authority for ISKCON in his Last Will and Testament, His Divine Grace A. C.
Bhaktivedanta Swami Prabhupada intended that the GBC lead and make decisions
in pursuance of the foundational purposes of the institutional structure of
ISKCON after his physical departure from this world.

7. SRILA PRABHUPADA INTENDED THAT INDIVIDUAL TEMPLES FORM THE BASIC
ORGANIZATIONAL UNIT OF ISKCON

We believe that His Divine Grace A. C. Bhaktivedanta Swami Prabhupada
intended that the individual striving, work, responsibility and competitive
spirit necessary to accomplish the foundational purposes of ISKCON would
best be encouraged through an institutional structure based on individual
temple units.

8. SRILA PRABHUPADA HAS PROVIDED ADEQUATE INSTRUCTION; PURITY WILL INSURE THE PERPETUATION OF ISKCON

We believe that the GBC, Temple Presidents and other leaders within the
institutional structure of ISKCON are capable of perpetuating ISKCON as long
as they are strictly following the example, spiritual discipline and
institutional instructions of His Divine Grace A. C. Bhaktivedanta Swami
Prabhupada, and are actively striving to fulfill his desires in the
association of like minded devotees.

9. ISKCON REMAINS DEPENDENT UPON THE MERCY OF SRILA PRABHUPADA

We believe that the institutional structure of ISKCON remains spiritually
dynamic and capable of receiving spiritual inspiration in the physical
absence of His Divine Grace A. C. Bhaktivedanta Swami Prabhupada as long as
those members of ISKCON occupying positions within the institutional
structure are strictly following His Divine Grace A. C. Bhaktivedanta Swami
Prabhupada.

10. SRILA PRABHUPADA WANTED ALL MEMBERS OF ISKCON TO CONTRIBUTE TO AND COOPERATE IN THE PERPETUATION OF ISKCON

We believe that the decisions made by members of ISKCON occupying positions
within the institutional structure of ISKCON for the propagation of Krishna
consciousness and for the spiritual progress of the members of ISKCON can be
understood to be in fulfillment of the desire of His Divine Grace A. C.
Bhaktivedanta Swami Prabhupada when taken by collaborative and deliberative
processes free from personal ambition.

11. SRILA PRABHUPADA SET THE EXAMPLE OF HOW TO WORK COOPERATIVELY WITHIN ISKCON

We believe that His Divine Grace A. C. Bhaktivedanta Swami Prabhupada
desired that collaborative and deliberative processes be characterized by
open and honest communication, seeking consensus, representation and voting
procedures undertaken to preserve and promote ISKCON.

6. GBC Resolution 303 (2013) – Statement on Srila Prabhupāda’s Position

GBC Statement on the Position of Srila Prabhupada

Whereas there is a need to clarify within our society, via a succinct
statement, Srila Prabhupada’s preeminent position in relationship to diksa
and siksa gurus as well as all ISKCON members, and to provide clarity on the
function and position of diksa and siksa gurus in the ISKCON society:

RESOLVED:

That the GBC endorses the following statement:

As the Founder-Acarya of the International Society for Krishna Consciousness
(ISKCON) and the preeminent teacher and ultimate authority within our
society, Srila Prabhupada has a unique relationship with every ISKCON
devotee.

Lord Krishna, the Supreme Personality of Godhead, is the original guru whose
Divine Grace descends through the medium of the guru parampara.  As such, a
devotee is ultimately delivered by Sri Krishna acting through a combination
of various manifestations of His mercy. These include, but are not limited
to, the caitya guru, Srila Prabhupada, the guru parampara, one’s diksa guru,
other siksa gurus, the Holy Name, sastra, and the nine processes of
devotional service.

Within these cooperative elements, Srila Prabhupada, as the Founder-Acarya
of the International Society for Krishna Consciousness, is the preeminent
siksa guru for all members of ISKCON. All members of ISKCON, for all
generations, are encouraged to seek shelter of Srila Prabhupada.  All
members of ISKCON are entitled and encouraged to have a personal
relationship with Srila Prabhupada through his books, teachings, service,
and his ISKCON society.

All members accepting leadership roles within ISKCON, including diksa gurus
and siksa gurus, have the duty of serving together under ISKCON’s Governing
Body Commission (GBC) to fulfill Srila Prabhupada’s instructions as he has
given in his books, lectures, and personal communications. [1]

Overall, the primary duty of all diksa gurus, siksa gurus, and others in
leadership positions, is to assist Srila Prabhupada in his service to his
Guru Maharaja Srila Bhaktisiddhanta Sarasvati Thakur, and our Brahma Madhva
Gaudiya Sampradaya.

Those who accept the service of diksa guru or siksa guru in ISKCON are
required to be exemplary in representing Srila Prabhupada’s teaching in
their words and personal behavior. The siksa guru gives spiritual
instruction and inspiration on behalf of Srila Prabhupada and our guru
parampara. The diksa guru gives spiritual instruction, inspiration, formal
initiation, a spiritual name, and later imparts the sacred Gayatri mantras
to a qualified disciple as a service to Srila Prabhupada and our guru
parampara.

Srila Prabhupada has clearly explained that devotees who are strictly
following the Krsna conscious principles are acting on the liberated
platform, and, as such, are pure devotees, even though they may actually not
yet be liberated. [2] (Such unalloyed devotional service is not necessarily
determined by one’s role or position of service, but by one’s realization.)

Those who accept the service of diksa or siksa guru within ISKCON are
mandated to be strict followers of the instructions of Srila Prabhupada,
and, as long as they follow, they are acting on the liberated platform. Thus
they may serve, as Srila Prabhupada ordered, as bona fide representatives of
the Lord and the guru parampara and be a via media of their mercy. Yet it
should be clearly understood that if such diksa or siksa gurus deviate from
strictly following, they may fall down from their position.

Thus, to act as a diksa guru in ISKCON means to serve under the GBC and in
cooperation with other ISKCON authorities by functioning as a “regular guru”
as Srila Prabhupada has directed.

This statement, while conclusive, is not exhaustive in its discussion of
these principles. The GBC may authorize additional statements and papers in
the future to further explain the preeminent position of our Founder-Acarya
Srila Prabhupada, the role and responsibilities of those who serve as gurus
in our society, and the related duties of ISKCON members and initiates.

All GBC members must distribute this resolution to all ISKCON temples,
communities and congregations via appropriate means of communication for the
education of all ISKCON members. This statement shall also be studied in
ISKCON courses including introductory courses, the ISKCON Disciple Course,
the Spiritual Leadership Seminar: Being a Guru in ISKCON, and other relevant
venues. Reading this statement, and affirming it has been read prior to
initiation, shall be part of the test for all prospective initiates.

1. More details on these spiritual relationships and duties may be found in
the official “Harmonizing ISKCON’s Lines of Authority” Paper approved by the
GBC in 2012.

2. “This Krishna consciousness movement directly receives instructions from
the Supreme Personality of Godhead via persons who are strictly following
His instructions. Although a follower may not be a liberated person, if he
follows the supreme, liberated Personality of Godhead, his actions are
naturally liberated from the contamination of the material nature. Lord
Caitanya therefore says: ‘By My order you may become a spiritual master.’
One can immediately become a spiritual master by having full faith in the
transcendental words of the Supreme Personality of Godhead and by following
His instructions.”  SB 4.18.5, purport

And:

A person who is liberated acharya and guru cannot commit any mistake, but
there are persons who are less qualified or not liberated, but still can act
as guru and acharya by strictly following the disciplic succession.” Letter
to Janardana, 26 April, 1968.

And:

“We may not be cent percent perfect, but as far as possible, if we follow
the instruction as it is, that much perfect. In this way one will get
perfection. So one has to follow. The same example, try to understand, that
a perfect, expert technologist or technician or mechanic is working, and
somebody is working under his instruction. So this somebody, because he is
strictly working under the instruction of the expert, he’s also expert. He
may not be cent percent expert, but his work is expert. Is that clear?
Because he is working under the expert. Do you follow? So if you follow pure
devotee, then you are also pure devotee. It may not be one is cent percent
pure. Because we are trying to raise ourself from the conditional life. But
if we strictly follow the pure devotee, then we are also pure devotee. So
far we do, that is pure. So pure devotee does not mean one has to become
immediately cent percent pure. But if he sticks to the principle that “We’ll
follow a pure devotee,” then his actions are… He is as good as a pure
devotee. It is not I am explaining in my own way. It is the explanation of
Bhagavata. Mahajano yena gatah sa panthah [Cc. Madhya 17.186].”  Ref.
